ANC 6C Minutes

The meeting was called to order at 6:15 pm.

Quorum

A quorum of 6 out of 6 commissioners was present (Mr. Eckenwiler, Mr. Goodman, Mr. Miller, Mr. Price, Ms. Schiffman, and Ms. Wirt).

Approval of the Agenda

The agenda was approved without objection. Motion: M. Price/Mr. Eckenwiler.

Minutes

The April minutes were approved unanimously with the usual caveat that the commissioners will have one week to submit any corrections before they are posted on the ANC 6C website.  Motion:  Mr.  Eckenwiler/Mr. Price.

Treasurer’s Report

The April report shows an opening balance of $46,278.37.  Check #1316 was written for $1,500 as a grant to the Cluster School PTA.  There was a bank interest payment of $0.38 for April.  The closing balance was $44,778.75.  The treasurer’s report was approved without objection. Motion:  Ms. Wirt/Mr. Eckenwiler.

A continuing expense was submitted by Ms. Wirt, $162 for ANC 6C web hosting by D.C. Access.

The expense was approved unanimously.  Motion: Ms. Wirt/Mr. Eckenwiler.

Mr. Price proposed a new expense to have the ANC 6C administrative assistant, Ms. Role, prepare Excel spreadsheets for crime statistics for all PSAs in 6C similar to that prepared in ANC 6B.  The information would be posted on the 6C website. The cost would be $644–$368 to set up the spreadsheets and $276, at $23 per hour, an hour per month to maintain the sheets. Mr. Goodman pointed out that the data are already available on the MPD website, although Mr. Price argued that they would be most useful if consistent and formatted in the 6B style.  The motion failed to produce a second.

Brief Community Announcements

  1. Doug Klein, community prosecutor, First Police District—Mr. Klein described the work of the prosecutor as addressing adults and juveniles over 15 years old.  The attorney general’s office addresses juveniles under 15 years old.  He focused on the community impact statement, which can be submitted to a judge before a person is sentenced.  The impact statement must come from a community leader such as a commissioner.  Neighbors can also appoint a representative as the leader.  Impact statements do not apply to misdemeanors.  He gave his contact information as douglas.kelein@usdoj.govand (703) 785-5589.  He can be contacted with any questions, including progress in cases.
  2. NoMa Mural—Galin Brooks announced a mural event with  exhibition at 7 sites.  The kickoff will be May 21, Saturday, at NoMa Junction, 1stand L Streets N.E., 11:00 am to 6:00 pm. Murals will be created over a 10-day period.
  3. NoMa Summer Screen will also be held at NoMa Junction beginning June 1.  This year’s theme will be adventure movies.  REI is the sponsor.
  4. Streetcar extension—Mr. Jamie Henson announced a meeting to discuss extending the streetcars from H Street N.E. to Georgetown.  The meeting will be Tuesday, May 17, at the Carnegie Library at Mt. Vernon Square, 801 K Street N.W., 1stfloor.  An open house will be held 6:00 to 8:00 pm, with a presentation at 6:30 pm.
  5. Commissioner announcements

Mr. Goodman announced a new business opening at 6th and K Streets N.E., Old City Market and Oven.  Groceries and Pizza is coming. Carpe Librum, used books and DVDs, will open in the former Tynan Coffee and Tea store location on First Street N.E.  Approximately 2100 apartments are now under development at 200 K, 33 N, 55 M, 61 Pierce, and 829 2nd Streets N.E.

Mr. Price announced a used book sale at N.E. Library sponsored by the Friends of the N.E. Library on Saturday, May 14, 11:00 am to 2:00 pm, with proceeds going toward library activities.

A meeting is scheduled for Tuesday, May 17 at the N.E. Library to discuss plans for the small park at 7th and Constitution Avenue across from the Library.  The new MPD commander, Robert Contee, will attend a meeting June 7, 7:00 pm, at Stuart Hobson Middle School.  The PSA meetings are shifting locations in an effort to encourage more citizens to attend.

Mr. Miller stated that the alley that collapsed on Christmas eve last year had the design for repair approved this week.

Council Member Charles Allen

              Council Member Allen named his staff members and their responsibilities, stated that as a freshman council member, he chaired no committees during his first year.  He described the following initiatives:

– Books from Birth—A free book a month for D.C. children from birth to age 5, with cost to the DC government of less than $3 per book.  More than 10,000 children have been enrolled, with about 100 a day signing up.  The program is to encourage reading at home.

– “Maker” entrepreneur economy—“Made in D.C.,” an effort to promote products and services originating in D.C., with every dollar spent putting more back into the local economy.

–  Public safety—More money to MPD to put more officers on bikes and on foot, plus more “hold” authority for people committing crimes.

–  Private cameras—A program to offer a rebate on private cameras on residential grounds.  Police depend on film from these cameras for up to one-fourth of neighborhood crimes.

– New Commander Contee is promoting “not on my watch” approach for officers to take personally occurrences of crime while on duty.

–  DCRA permitting—More money is in the budget to improve the permitting process and combat illegal construction.

–  Alley and sidewalk repair—The budget has been increased to bring more needed repairs.

–  Capitol Montessori at Logan—This school has never had a repair assessment.  It is a school in great demand with 1,000 children on the wait list.  The 180 repair items include lead in the water, lead paint, broken windows, etc.  There are plans for repairs but no plans for modernization at present.  The Council voted $4 million for school repairs.

–  Stuart Hobson Middle School—There never was a good transportation plan developed for dropoff, pickup, or safe routes for student pedestrians and bicyclists.  DDOT and DGS need to be more proactive in addressing these concerns.

–  Deaf needs in ANC 6A and 6C—Legislation has been introduced to provide paid interpreters for deaf residents who want to attend ANC meetings.  A pilot program is being developed whereby money would come from the OANC budget to provide this sign language interpretation as needed.

Questions/concerns for the council member included the following:

–  Mr. Miller asked when the DCRA permit tracker website would be restored.

–  Mr. Eckenwiler had three concerns:  (1) More DCRA inspectors are needed to make a real difference; (2) Alley repair is needed (to follow up by talking later); (3) Stuart Hobson signage

–  Ms. Wirt stated constituents had asked if one side of blocks adjacent to Union Station could be reserved for ANC 6C parking only, especially with the new development at Union Station, which is expected to increase vehicles coming to the area looking for free street parking in the surrounding residential area.

–  Mr. Price thanked the council member for his leadership.

–  Mr. Goodman had three concerns:  (1) An ADA-compliant entrance is needed for J.O. Wilson School; (2)  It should not be possible to obtain a building permit before a public space application.  61 Pierce Street is an example where this has occurred; (3) Can pedestrian-activated signals (“beg buttons”), which are inconsistent with the MoveDC plan, be eliminated?

–  Ms. Schiffman complained about the lack of transparency at Logan School, where the PTA president was not informed.  She also asked for better parking enforcement, more enforcement officers around the Eastern Market neighborhood, where vehicles routinely park illegally.

Consent Calendar

  1. Capitol Little League request to use the athletic field at J.O. Wilson School—This is a request to use the field three days a week for Little League games by 6-year-old Little League members.
  1. Morris Place N.E.—Request to change signage from no parking to 15-minute parking on the north side of the block adjacent to Ludlow Taylor School.  Mr. Miller notified the residents on Morris Place, and there were no objections.

The commissioners voted unanimously to support the consent calendar.  Motion:  Mr. Eckenwiler/Ms. Wirt.

Grants Committee

 

              Leslie Barbour announced the next ANC 6C grants cycle begins May 16.   The next meeting of the Grants Committee is May 26, 7:00 pm, at the N.E. Library.  New Grants Committee members were  confirmed: Ms. Schiffman nominated Sally Stoecker to represent ANC 6C01; at large member Nancy Erickson, ANC 6C03, was voted on unanimously (Motion:  Ms. Wirt/Mr. Eckenwiler); at large member Mr. Dan Griggs, ANC 6C04, was confirmed, 5:1 (Motion: Ms. Wirt/Mr. Miller); and Caitlin Short, ANC 6C06, was approved unanimously as an at large member of the Parks and Events Committee (Motion:  Mr. Goodman/Mr. Miller).

Parks and Events Committee 

There were no voting items from this committee except for the Capitol Hill Little League item.

  1. Informational items included acquisition of additional land by NoMa Parks foundation near NoMa Green.  The acquisition will allow NPF to improve the sharp Z curve in the Metropolitan Branch Trail at R Street and have additional open space.  NPF will coordinate with Foulger Pratt, which will develop a mixed-use building with 300-400 units on the remainder of the land at the site acquired under an option NPF had with Pepco.  The design for the 3rdand L Street N.E. park site has not yet been established but community meetings and outreach are planned.
  1. The JBG-Gallaudet 6thStreet development project, four parcels along 6thStreet N.E. north of Florida Avenue, is in preliminary stages and will be phased in over 5 to 7 years. Possibilities for park amenities were discussed as well as traffic management for pedestrian and bicycle safety along 6th Street N.E., north to Brentwood.
  1. The Skanska Development project that is part of the NoMa meander between 22 and 44 M Street NE is still under negotiation with DGS.  Skanska has already made changes to the design of its buildings to increase plaza space and retail opportunities and make the Meander more inviting.  The Meander will be large enough for activities such as farmers’ markets and yoga classes. Negotiations are under way concerning a parcel of public land between the buildings that is currently used as a parking area for District employees. The project will take about 2 years to build.

Transportation and Public Space Committee

 

  1. Removal of the bus shelter at 2nd and E Streets N.E.—the occupation of this shelter by unknown persons who engage in sales of drugs and other negative behavior is unacceptable to the community.  CCNV, together with the Georgetown Law Center, working with MPD, have requested removal of the shelter but retention of the bus stop.  Bus patrons feel unsafe waiting for a bus near the shelter that is used for illegal sales.  The commissioners voted unanimously to ask DDOT to remove the shelter.  The sidewalk in the area is also in need of repaving.  Motion:  Ms. Wirt/Mr. Goodman.
  2. 1005 North Capitol—Although not on the agenda, Mr. Todd Chapman, attending the meeting for the bus shelter issue, reported that the project at this address is scheduled to be completed in mid-July, with units of affordable housing and housing for veterans. There will be a public space application coming before ANC 6C in the future.
  3. M Street N.E., unit block, L and Pierce Streets—proposed traffic changes.  Mr. Goodman argued against the DDOT proposed plan, arguing that it is not acceptable for bicycle traffic, layby needs of residents, and pedestrians.  He asked the ANC to oppose the proposed DDOT plan and instead propose conditions that are in sync with MoveDC, get bicycles from NoMa to downtown, and address drop-off resident layby needs.  The commissioners voted unanimously to support Mr. Goodman’s suggestions. The vote included designating Mr. Goodman as the representative of ANC 6C in negotiations concerning this proposed DDOT pilot. Motion: Mr. Goodman/Mr. Miller.

 

Planning, Zoning, and Economic Development Committee

  1. 816 6thStreet N.E., BZA 19266—application for a special exception from the home occupation requirements to establish a childcare center with 12 children and 3 adults in an R-4 district (non-voting item).  Because of inconsistencies and gaps of information in the application, the PZE committee recommended postponing the hearing to July 6.  Several nearby neighbors raised parking concerns, and the committee advised the applicant to meet with the neighbors to discuss their concerns.
  2. 301-331 N Street N.E., ZC-15-28—a PUD application for a mixed use project:  residential, hotel, office, and ground-floor retail (non-voting item).  The project entails two integrated buildings containing 366 residential units, 175 hotel rooms, and 250 underground parking spaces. Amenities include preservation and restoration of the National Capital Press building, affordable housing, and playground improvements for the Two Rivers School nearby.  The committee had concerns including the overall mass and height of the buildings and the loading bays.  The developer will return for further discussion next month.
  3. 51 N Street N.E., Request for demolition after hours, 7 pm to 7 am—There are no permanent residents nearby, and the Hyatt Hotel has no objections to the hours.  The demolition work will take four weeks.  The commissioners voted 5:0 to support the extended hours.  Motion:  Mr. Goodman/Mr. Eckenwiler.
